Sarah founded Ledge Health Advisors after nearly two decades in healthcare actuarial work, spanning health plans, consulting, and leadership. She has worked on both the technical details and the bigger decisions — developing rates, pricing products, advising clients, leading teams, and helping health plans, providers, public agencies, and the consulting firms that support them navigate complex healthcare questions. She started Ledge to bring that experience directly to clients through a small, focused team built around the needs of each engagement.

Sarah continues to serve as a Senior Advisor to Incline Actuarial Group, where she previously served as a Principal Actuary. During her time at Incline, she led Medicaid capitation rate development efforts, supported contract negotiations for Medicaid-focused startups, reviewed rate filings on behalf of a state Department of Insurance, and developed Medicare pricing recommendations for a hospital association.

Prior to consulting, Sarah spent a decade leading actuarial teams responsible for individual, small group, and large group commercial pricing at two health insurers. Earlier in her career, she developed Medicaid capitation rates as a consultant.

 

Sarah's experience spans the actuarial work itself and the decisions that surround it — from building rates and pricing models to explaining the results, navigating stakeholder questions, and helping clients put the analysis to work. That perspective allows Ledge to support healthcare organizations, public programs, and consulting teams working across the healthcare system.

 

Ledge was built with many of the qualities Sarah values in her work at Incline: strong actuarial fundamentals, practical problem-solving, close client relationships, and a focus on delivering the work rather than building unnecessary layers around it. The Ledge team stays intentionally small and focused, with Sarah remaining personally involved and clients having direct access to the actuaries doing the work.
